This will work, even if you dont install the launcher above and get all the correct DLLS this is because its not a frontier issue it is an Oculus issue. "D:\games\Oculus\Software\Software\frontier-developments-plc-elite-dangerous\launcher.exe /vr". The file is called Launcher.exe but it is not the Launcher application you are installing through the above steps!
